The CIA station made contact with Zahedi in April and gave him at least $60,000 to win additional friends and to influence "key people" (p. B15). Although the report denies that any Iranian military officers were bribed (p. E22), it is not clear what else Zahedi might have used this money for. The CIA team soon realised that Zahedi was lacking in "drive, energy, and concrete plans" (p. 27) and could not organise a military network capable of carrying out a coup, so an Iranian colonel working for the CIA was given the job.

La CIA prend contact avec Fazlollah Zahedi en avril, lui versant 60 000 dollars (et peut-être bien plus) afin qu’il trouve de nouveaux alliés et influence des "personnes-clés" (page B15). Le compte-rendu officiel nie que des officiers iraniens aient été achetés (page E22) ; il est toutefois difficile d’imaginer à quoi d’autre Fazlollah Zahedi aurait dépensé cet argent. La CIA n’en comprend pas moins rapidement que ce dernier manque de "détermination, d’énergie et de stratégie concrète" et qu’il n’est pas capable de monter un réseau militaire apte à mener un coup d’État. Cette tâche est donc confiée à un colonel iranien travaillant pour la CIA.
