Fewer than half the SADC members have ratified a proposed free trade deal, despite the string of concessions dangled by Pretoria. The recalcitrants fear that South African economic dominance will merely be extended. Their concerns are not misplaced, and they cut to the heart of a dilemma not about to be solved by any flourishes of foreign policy acumen.
