Pour autant, un préalable à toute réflexion sur les biens publics globaux est de la fonder sur le principe de la justice mondiale. Un bien global a beau, en effet, revêtir un caractère public, tous ne lui accordent pas nécessairement la même valeur. Le banquier d’investissement occidental accordera une priorité élevée à la stabilité financière, tout en appréciant le contrôle du paludisme lors de ses voyages.

A precondition for any serious thinking about global public goods is to base it on the principle of world justice. A global good may well assume a public character, but not everybody is necessarily going to accord it the same value. The western investment banker will give greater priority to financial stability, for all that he appreciates the control of malaria when he is away on his travels.
