Le 9 décembre 2002, quatre jours avant Copenhague, l’ International Herald Tribune n’avait pas tort de titrer sur quatre colonnes (sur les cinq du haut de la « une ») : « Washington est le grand gagnant de l’élargissement de l’UE », ainsi explicité : « Selon un officiel allemand, l’entrée dans l’UE de ces pays fondamentalement pro-américains d’Europe centrale et orientale signifie la fin de toute tentative de l’Union de se définir elle-même, ainsi que sa politique étrangère et de sécurité, comme alignée contre les Etats-Unis. » On pourra bientôt le vérifier dans l’agression américano-britannique programmée contre l’Irak. Cet élargissement est d’ailleurs encore jugé insuffisant, puisque la diplomatie américaine a exercé des pressions outrepassant les convenances afin de tenter d’accélérer l’entrée de la Turquie (base avancée de l’OTAN au Proche-Orient) dans l’Union.

Four days before Copenhagen, on 9 December 2002, the International Herald Tribune said it all, with a front page banner headline “The big winner in the EU expansion : Washington” and a long article claiming that “the entry of these essentially pro-American countries of central and eastern Europe into the EU, according to a German official, also signifies the end of any attempts within the EU to define itself and its evolving foreign and security policy as aligned against the US”. This assertion will shortly be put to the test in the planned US and British attack on Iraq. But even this enlargement is not enough. US diplomacy has exerted extraordinary pressure to hasten Turkish accession to the EU. After all, Turkey is Nato’s forward base in the Middle East.
