The African experience shows that in the age of globalisation bringing the world climate under control involves of necessity the forcible breaking-down of existing territorial frameworks, the challenging of agreed frontiers, and the simultaneous erection of shifting areas and areas in which populations judged to be superfluous can be corralled and their mobility limited.

L’expérience africaine montre que, à l’ère de la mondialisation, la domestication du temps mondial passe, comme de nécessité, par la déconstruction violente des cadres territoriaux existants, la remise en question des frontières convenues et la création simultanée d’espaces mouvants et d’espaces d’enfermement destinés à limiter la mobilité des populations jugées superflues.
